$1.45 Billion Green SAF Project With 300,000-Tonne Annual Capacity Receives Filing Approval in Xinjiang

October 8, 2026 — A green sustainable aviation fuel (SAF) project with an annual production capacity of 300,000 tonnes has received filing approval in Korla, Xinjiang Uygur Autonomous Region, with a total planned investment of RMB 9.73631 billion (approximately US$1.45 billion).

The project is being developed by Urumqi Qingche Shulu Energy Technology Co., Ltd. and is located in Korla, Bayingolin Mongolian Autonomous Prefecture, Xinjiang. The company was established on December 17, 2024, with registered capital of RMB 1 million. Its business scope includes research and development of production processes for biomass liquid fuels, sales of hydrogen refueling and storage facilities, and energy storage technical services.


The project will include core SAF synthesis units, hydrocracking units, and product separation and purification facilities. Supporting infrastructure will include a water electrolysis hydrogen production unit and a carbon dioxide capture facility designed to capture 1.2 million tonnes of CO₂ annually. The project will follow a technical pathway that combines green hydrogen with captured CO₂ to produce SAF.


Additional facilities will include raw material storage tanks, finished-product warehousing and logistics infrastructure, administrative buildings, a technology research and development center, power supply and distribution systems, circulating-water and demineralized-water facilities, and environmental treatment systems for exhaust gases, wastewater and solid waste. The project will also incorporate a distributed control system (DCS), fire protection and security systems, and supporting pipelines and roads.


The project received filing approval on October 8, 2026. Industry media outlets, including Hydrogen  Hub, Shanghai Metals Market (SMM) and Longzhong Information, reported the filing on October 9.


The project is now in the preliminary preparation stage following filing approval. Next steps are expected to include an environmental impact assessment, a feasibility study and engineering design. A construction start date has not yet been announced.
