Wuhan Proposes Hydrogen Pilot Plan Targeting 2,400 Fuel Cell Vehicles, With RMB 120,000 per Incentive Credit

October 8, 2026 — Wuhan has proposed a new hydrogen  pilot plan that targets the deployment of 2,400 fuel cell vehicles and offers municipal financial incentives of RMB 120,000 per vehicle incentive credit.

The Wuhan Municipal Bureau of Economy and Information Technology published the Implementation Plan for Wuhan’s Comprehensive Hydrogen  Application Pilot Project (Draft for Public Comments), outlining proposed measures to expand hydrogen applications across transportation, industry and energy.


The draft aims to strengthen Wuhan’s participation in the Greater Bay Area hydrogen  pilot city cluster. During the pilot period, fuel cell vehicles will serve as the main driver of deployment, alongside applications such as hydrogen blending in industrial combustion, hydrogen-powered vessels, combined heat and power (CHP), and advanced energy storage.


Wuhan aims to establish itself as a national benchmark for integrated hydrogen applications, supported by technological innovation, core component and vehicle manufacturing, and regional collaboration.


Vehicle Deployment and Infrastructure Targets

The draft sets a cumulative target of 2,400 fuel cell vehicles during the pilot period. This includes 870 heavy-duty fuel cell trucks weighing more than 31 tonnes, 1,430 cold-chain logistics vehicles, and 100 fuel cell-powered sanitation vehicles.


The city also plans to commission 11 fixed hydrogen refueling stations, building a network covering urban areas, ring roads and major expressway corridors. By the end of the pilot period, the target is to keep the end-user price of hydrogen at no more than RMB 25 per kilogram.


Proposed Financial Incentives

Under the draft, Wuhan’s municipal government would calculate vehicle incentive credits through a points-based system, with a proposed reward of RMB 120,000 per credit for eligible fuel cell vehicles that meet the national pilot requirements and connect to the relevant national and municipal information platforms.


Eligible hydrogen fuel cell vessels would receive municipal subsidies calculated according to total fuel cell system power, at up to RMB 2,000 per kW, and installed traction battery capacity, at up to RMB 1,000 per kWh.


For other innovative applications, including CHP, advanced energy storage and hydrogen-powered two-wheelers, the draft proposes municipal matching funds equivalent to the central government’s incentive funding, at a 1:1 ratio.


Support for Hydrogen Refueling Stations

The draft proposes a one-time construction subsidy of RMB 2 million for new, existing and renovated hydrogen refueling stations, subject to the applicable requirements.


Stations investing in on-site hydrogen production equipment could receive an additional subsidy covering 50% of equipment procurement costs, capped at RMB 2 million.


Stations with a daily hydrogen dispensing capacity of at least 500 kg and a hydrogen selling price of no more than RMB 25/kg would be eligible for annual operating subsidies calculated at RMB 20 per kilogram of hydrogen dispensed, subject to a maximum of RMB 3 million per year.


The draft also proposes coordinating with Hubei Province’s highway toll incentive programme for hydrogen-powered vehicles.


The plan remains at the public consultation stage. The proposed measures are subject to the consultation process and any subsequent revisions and formal approval.
