Shanke Rongfa Launches EPC Tender for 200,000-Tonne Green Hydrogen-Methanol-SAF Project

Shanke Rongfa has released an EPC tender for its 200,000-tonne-per-year integrated green hydrogen, methanol and sustainable aviation fuel (SAF) project, with a total planned investment of RMB 6.06 billion.

The project will be developed in Rizhao Haiyou Chemical Industrial Park in Ju County, Rizhao City, Shandong Province, covering approximately 485.7 mu of land.

EPC Tender Scope

The EPC contract covers, but is not limited to, site surveys, archaeological investigations, process technology design, preliminary design, construction drawing design, as-built drawing preparation and related follow-up services.

The scope also includes construction of all works covered by the design documents, including site preparation, fencing and temporary facilities, as well as technical support, equipment procurement, construction, equipment installation, commissioning and trial operation through to final acceptance and handover.

The contractor will also be responsible for defect rectification and warranty services during the warranty period.

Project Configuration

The project will be developed in two phases. Each phase will include:

One biomass grinding and gasification unit

One syngas purification unit

One green-power electrolytic hydrogen production unit

One methanol synthesis and rectification unit

One Fischer-Tropsch synthesis unit for SAF production

One hydrocracking, isomerisation and rectification unit

Shared supporting facilities for the two phases will include circulating-water, low-temperature water and demineralised-water systems, compressor facilities, power distribution systems, fire protection systems, wastewater treatment facilities and flare systems.

Each phase is designed to produce 50,000 tonnes of green methanol and 50,000 tonnes of SAF per year. Once both phases reach full production, the project will have annual production capacity of 100,000 tonnes of green methanol and 100,000 tonnes of SAF.

The project will also generate naphtha fractions, wax oil fractions and process steam as by-products.

Construction Timeline

The project is scheduled to be completed over 34 months in two phases:

Phase I: January 2027–October 2028

Phase II: November 2028–October 2029

The total planned investment is RMB 6.06 billion.

Earlier Demonstration Project Milestone

On August 8, 2026, a gasifier manufacturing kick-off ceremony was held at the Nanchang equipment manufacturing base of Jiangxi Changyu Industrial Co., Ltd. for Shanke Rongfa’s 20,000-tonne-per-year integrated green hydrogen-methanol demonstration project.

According to the project information, the gasifier is the first biomass powder entrained-flow gasifier in China to enter industrial application. The milestone marks the transition of biomass entrained-flow gasification technology from the pilot stage toward industrial-scale application.
