TAIZHOU, Jiangsu, China — August 18, 2026 — Taizhou in east China’s Jiangsu Province is planning to accelerate the development of hydrogen and other emerging industries, while exploring integrated applications of distributed photovoltaic power, energy storage and microgrids.

The Taizhou Municipal Bureau of Industry and Information Technology has released the 15th Five-Year Plan for New-Type Industrialization of Taizhou (Draft for Public Comments). The plan outlines 26 key initiatives across eight areas, including industrial structure, corporate innovation, digital and intelligent transformation, green and low-carbon development, enterprise competitiveness and regional industrial development. It sets a target for the city’s industrial invoiced sales to exceed RMB 1.2 trillion by 2030.
The plan calls for faster development of future industries and encourages competitive industrial parks to leverage resources from central state-owned enterprises to accelerate their entry into emerging industrial sectors.
Taizhou plans to foster a range of growth-oriented future industries, including synthetic biology, cell and gene technologies, artificial intelligence, advanced new materials, new-type energy storage, deep-sea, deep-earth and aerospace equipment, and hydrogen . The city also plans to proactively develop a number of frontier future industries.
The plan also proposes establishing innovation centers and concept-validation centers for frontier technologies and future industries. These facilities will support fundamental research, technology development, product R&D and feasibility validation, with the goal of shortening the path from laboratory samples to commercial products.
Taizhou will further promote the application of emerging technologies across agriculture, manufacturing, transportation, healthcare, culture and tourism, while launching a series of pilot applications. The city aims to establish more provincial-level future-industry development clusters and pursue the creation of a national-level future-industry pilot zone.
In the hydrogen sector, Taizhou plans to take the lead in developing blue hydrogen, while exploring hydrogen production through water electrolysis powered by solar photovoltaic and wind power.
The city also plans to promote multiple hydrogen storage technologies, including high-pressure gaseous hydrogen storage, liquid hydrogen storage and solid-state hydrogen storage. At the same time, it will explore different hydrogen transportation options, including pipeline transportation and road transport by hydrogen tanker trucks.
Beyond hydrogen production, storage and transportation, Taizhou plans to expand hydrogen applications across the transportation, industrial and energy sectors. The plan also calls for continued development of supporting infrastructure, including hydrogen refueling stations.
The policy framework highlights Taizhou’s intention to build a diversified hydrogen ecosystem covering hydrogen production, storage, transportation, infrastructure and end-use applications, while integrating hydrogen with the city’s broader development of emerging and future industries.
