CHONGQING — On August 18th, the People's Government of Banan District, Chongqing officially issued the 15th Five-Year Plan for Comprehensive Transportation Development of Banan District, Chongqing (2026–2030).

According to the plan, Banan District aims to substantially achieve carbon peaking in the transportation sector by 2030, while advancing the construction of the new international land-sea trade corridor (ILSTC) and accelerating the development of a zero-carbon logistics hub at the Chongqing Highway Logistics Base.
Key initiatives outlined in the document include:
Building a "Zero-Carbon Corridor": Leveraging the Chongqing–Zunyi Expressway to build new hydrogen refueling stations, Banan District will collaboratively develop the international land-sea trade corridor(ILSTC).
Developing a "Zero-Carbon Hub": Promoting clean energy development and utilization across transit hubs and stations, the district will encourage the use of green power and green electricity certificates at logistics hubs such as the Chongqing Highway Logistics Base. It will also explore integrated models such as "PV + Storage + Charging Infrastructure" and green hydrogen production to increase energy self-sufficiency for transport and logistics infrastructure.
Scaling Up New Energy Heavy-Duty Trucks: Continuing the phase-out and replacement of old commercial freight vehicles, the district will guide major transport and express logistics enterprises to prioritize electric and other new energy heavy-duty trucks for long-haul trunk transport, aiming to update and deploy 400 pure electric and hydrogen fuel cell heavy-duty trucks.
Accelerating the Clean Energy Transition in Waterway Transport: Accelerating the R&D of vessels powered by liquefied natural gas (LNG), methanol, hydrogen, and ammonia. The initiative focuses on promoting LNG-powered cargo and engineering ships exceeding 2,000 deadweight tonnes (DWT) for medium-to-long-distance routes, piloting electric vessels in short-to-medium-distance scenarios, and exploring operational applications for methanol and hydrogen fuel cell-powered ships.
